Position Purpose:

This is a key senior-level management position responsible for the overall management of the Bureau of Waterways Engineering and Wetlands.

The Director is responsible for the Divisions of Project Development, Project Inspection, Wetlands, Encroachment and Training and Dam Safety in the Bureau of Waterways, Engineering, and Wetlands. The Director is responsible for oversight of staff engaged in the permitting, planning, designing, construction, operation, maintenance, and inspection of dams and water obstructions and encroachments statewide by or for the Department or the Commonwealth or by others.

The Director exercises a high degree of discretion in formulating and approving program policies, objectives and priorities, and in carrying out overall Department policies. The position requires responsiveness and accountability for achievement of Department goals and objectives.

Description of Duties:

Directs the planning, development, implementation, coordination and evaluation of the activities of the Bureau of Waterways Engineering and Wetlands.
Participates in policy formulation and policy decision-making for the above listed high impact programs.

Establishes program goals, objectives and priorities for the Bureau to ensure maximum utilization of staff and optimum interfacing of Bureau projects and permitting with the activities of others.

Provides leadership to Bureau for incorporating environmentally sound features into all flood protection, stream improvement and dam projects, and other water obstruction and encroachment projects. Acquaints self and staff on latest innovations in this area.

Develops policies which assure the proper planning, design, construction, maintenance, operation and monitoring of dams, reservoirs, and flood protection and stream improvement projects, as well as water obstruction and encroachment permitting.

Directs the development of regulations and guidelines pertaining to flood protection, stream improvement, dams, waterways engineering, and water obstruction and encroachment.

Oversees the management of the Pennsylvania Chapter 105 Dam Safety and Waterway Management regulations and program.

Monitors and evaluates effectiveness of Pennsylvania’s Dam Safety and Encroachment Act Pennsylvania’s Clean Streams Law, and the Chapter 105 regulations. Develops and implements policy, guidance, and regulatory changes, as required.

Establishes and promotes harmonious working relationships between the Bureau and Regional Offices.

Interprets rules, regulations, policies, procedures, standards and objectives of the organization or program for subordinates.

Coordinates project design activities involving consultants and related government agencies.

Coordinates the planning, design and construction of projects with other agencies of state and federal governments, utility companies, property owners and other affected parties.

Meets with members of the legislature, local officials and the general public to discuss the projects being handled by the Bureau.

Directs the development of legislative and regulatory initiatives and reviews and makes position recommendations on proposed legislation affecting bureau programs.

Oversees the selection of consulting firms that are best qualified to provide services to supplement the capability of the Bureau and recommends for approval.

Executes Professional Design Agreements with consulting firms as necessary to accomplish the mission of the Bureau.

Prepares the Bureau budget and re-budget requests and monitors expenditures through subordinate staff to ensure optimum utilization of available funds.

Evaluates performance of the Bureau and initiates actions to increase the efficiency and effectiveness of the staff.

Oversees and monitors metrics to measure staff efficiency and permit processing.

Oversees and monitors Standard Operating Procedures (SOP) and templates.

Analyzes region to region post-implementation productivity metrics and implements recommendations for continuous improvement.

Reviews the employment and career development of the Bureau staff to ensure staff are adequately trained in their duties. Maintains an atmosphere that promotes learning and use of most up-to-date technology.

Determines training needs and networking opportunities which benefit employees, the Bureau and the Department.

Provides leadership and direction to staff in attaining the goals of the Bureau.

Promotes active participation in national level technical and professional organizations.

Directs and reviews investigations and feasibility studies for proposed flood protection and stream improvement projects.

Directs outreach programs to provide technical guidance to local government sponsors on the operation and maintenance of projects.

Directs and coordinates responses to flood emergencies.

Directs the coordination of cost sharing on large federal flood protection projects.
Directs the administration of state lands acquired to construct federal flood protection projects.

Reviews and analyzes activity reports to determine work being performed, identify program trends and evaluate program effectiveness.

Provides reports, professional opinions and recommendations to the Deputy Secretary and other Bureaus in DEP.

Provides advice to staff on unusual or difficult technical and managerial problems.
Provides advice and information to design consultants, other government agencies and the public regarding Departmental functions, programs, rules, regulations, policies and procedures.

Represents the Bureau or Deputate in dealings with federal officials and other Commonwealth agencies.

Represents the Department during the design and construction phases on dams and water obstruction and encroachments constructed by the Department of General Services for the
Department of Environmental Protection to ensure that these projects are designed and constructed to meet the specific needs of the community.

Develops and delivers speeches and presentations to special interest groups, legislators, media and the public on bureau programs.

Travels to various field sites.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

Serves as Commissioner or appoints a delegate to assure Pennsylvania’s best interests are being met on special commissions formed for multi-state projects.

Submits recommendations to Department of General Services on capital budgets.

Coordinates as appropriate with U. S. Army Corps of Engineers (USACE), U.S. Fish and Wildlife Service (USFWS), and the U. S. Environmental Protection Agency (USEPA).

Oversees preparation and administration of federal grants.

Understands and promote the four pillars of the DEP Vision - Operational Excellence, Climate Leadership, Cultural Competence and Environmental Justice.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Directs the activities of a professional and technical staff engaged in a variety of duties involving the development and design of waterways engineering and flood protection projects.

Work involves determining goals, objectives and priorities for the flood protection and waterways engineering program; developing and implementing rules, regulations, policies, procedures, standards and guidelines to manage program activities; reviewing proposed legislation for program impacts; and determining and preparing budgetary requests.

An important aspect of this work involves coordinating flood control, dam safety, waterways, wetlands, and erosion control program activities with related federal, state and local government agencies. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives and program priorities.

Work is reviewed upon completion by the Deputy Secretary for the Office of Water Programs through reports and conferences for attainment of goals and objectives and overall program quality.

Reports to the Deputy Secretary those projects which involve special conditions or have high priorities.

Provides the Deputy Secretary with periodic status reports on all projects which are in permitting, planning, design and construction and discusses any major problems as they arise. Completed work is reviewed for responsiveness and accountability for achievement of Department goals and objectives.

In assigning work to Division Chiefs, states general objectives of the work to be performed and explains any unusual conditions. Discusses problems that arise as they occur and meets frequently on an individual basis to review progress. Staff meetings are held as needed.

Experience:

Knowledge of state and federal laws, rules, regulations, policies and procedures governing flood protection and waterways engineering projects.

Knowledge of the engineering, hydrologic and geologic principles, methods and techniques utilized in the design and construction of waterways engineering projects.

Knowledge of current scientific principles and practices related to environmental science and the ecology and water quality of wetlands, lakes, ponds, streams, and other aquatic resources.

Knowledge of programmatic conflict resolution techniques.
Knowledge of the principles and practices of employee supervision.
