Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Under direct supervision review case files, operation reports, and discharge monitoring reports to evaluate plant performance. Schedule and conduct inspections in assigned work areas of wastewater discharges, industrial waste and sewage treatment facilities, streams and groundwater to determine compliance with state laws and Department permits and regulations. Collect samples to assist in evaluation of operating efficiency and water quality.

If the position is filled as an Environmental Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of a Water Quality Specialist. The work products produced; i.e., memos, reports, letters, etc. are reviewed by the supervisor before being issued or released. The Environmental Trainee will have direct supervision and within the training plan Environmental Trainee will perform the following job duties.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Plan and conduct inspections of waste water treatment and industrial facilities alone and in connection with other regulatory agencies.

Prepare technical reports based on the results of investigations, inspections, and data submitted by dischargers.

Plan and participate in conducting cause and effect stream surveys, monitor water quality network stations.

Confer with public officials, industrial plan officials, and wastewater treatment plant operators, frequently in an advisory manner, on effectiveness of waste treatment processes.

Prepare computer program data summarizing the results of inspections.

Prepare violation letters based on findings in the field. Outline actions needed to achieve compliance and establish schedules to perform these actions. Recommend additional enforcement actions to compliance Specialists if violations continue, which includes administrative conferences, enforcement conferences, consent order and agreement, and civil and criminal prosecution.

Investigate pollution complaints regarding illegal stream discharges, odors at treatment facilities, and other ground and surface water quality problems. Investigate oil spills, fish kills, and chemical spills to determine source of the pollution and to assure adequacy of clean up through supervision.

Operate state vehicle in travel to and from destinations at which activities described above are conducted, and also to and from appointments for service of vehicle

Conduct field tests such as pH, temperature, dissolved oxygen, chlorine residual, and conductivity.

Review assigned Chapter 94 reports and prepare review letters. Review quarterly CAP/CMP reports.

Review Preparedness, Prevention and Contingency Plans submitted by industrial establishments for adequacy in the prevention of pollution.
Participates with Pollution Prevention Program in the Region as required

Adhere to ALL current and applicable Department Safety Policies such as: Blood borne Pathogen Exposure Control Plan, Chlorine Safety Procedures, Confined Space Safety, Defensive Driving Awareness Policy, DEP Vehicle Use Policy, Hazardous Material and Atmosphere Safety, Policy for Electrofishing and Equipment Safety, Right to Know, Safety Eyewear Policy, Safety Footwear Policy and Threats Policy.

Understand and promote the four pillars of the DEP Vision - Operational Excellence, Climate Leadership, Cultural Competence and Environmental Justice.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

The WQSS reviews the planning of field work to assure maximum efficiency of field time. Reviews inspection and investigation reports to determine completeness and to assure adequate evaluation of the facility or situation under investigation with Department regulations and state laws. Provide assistance and guidance to field staff on special problems.

The WQSS assigns non-routine projects and coordinate the activities of the unit to assure that work proceeds in an organized manner and in accordance with objectives. Priority work is reviewed through reports and conferences, for completeness, to assure that work has been accomplished in accordance with current policies and to see that the objectives of the program are maintained.
