Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position requires the skilled operation of highway construction and maintenance equipment and the performance of a variety of manual laboring duties on a highway or bridge maintenance crew.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Operates trucks with snow plow attachments to perform snow removal activities on roadways and bridges during winter operations. Operates loaders and additional equipment. At a minimum becomes certified on two additional pieces of construction and maintenance equipment during the probationary period for a minimum total of six certifications.

Performs flagger duties as directed for traffic control when not operating equipment.

Performs a variety of manual laboring duties using both motorized and non-motorized hand tools such as shovels, rakes, hammers, lutes, chain saws, compressors, jack hammers, tampers, hand mowers and trimmers, routers, patching machines and heating kettles; selects and uses tools properly for job to minimize wear and breakage; reports missing or broken equipment. Cleans culverts, cuts brush, erects signs, performs repairs to bridges, guiderails and barriers.

Performs all necessary field adjustments to permit safe operation and minimize wear. Performs minor repairs and preventative maintenance work on equipment which includes cleaning and servicing equipment. Demonstrates operation of assigned equipment to other employees. Assists Diesel and Construction Equipment Mechanics in making repairs to equipment. Maintains equipment records.

Operates a variety of manual and foot controls, utilizes seat belts and installs and removes tire chains on dual wheels.

Maintains a safe work environment for self, co-workers and the motoring public by following proper safety procedures and using proper protective equipment. Makes visual observations, manual adjustments, and reports findings in both written and oral format. Maintains awareness of work area by helping self and others avoid risks and hazards. Properly reports all personal injuries and equipment accidents immediately and gets proper treatment to minimize risk of further injury.

Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP).

Attends environmental training as required.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:
Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review.

Fair Labor Standards Act:
Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day.

1. All positions require an active certification issued by the Pennsylvania Department of Transportation in the operation of heavy trucks (HT) and loaders (LD), and two additional pieces of construction and maintenance equipment at the time of application and continuously maintained while in this job.

2. In addition, all employees must obtain an active certification issued by the Pennsylvania Department of Transportation in the operation of two additional pieces of construction equipment within the probationary period.

3. All positions require possession of an active Pennsylvania Class A or B Commercial Driver’s License or equivalent with the Air Brake Restriction (L) removed. Certain positions may require that E or O restriction is removed.

4. Certain positions in this job require employees to demonstrate successful operation of equipment with a manual transmission.

5. All employees must obtain an active Tank Vehicle Endorsement (N) during the probationary period and continuously maintain it while employed in this job.

6. Certain positions or equipment certifications may require an employee to obtain a Valid Pennsylvania Class A Commercial Driver’s License with the Air Brake Restriction (L) removed.

7. Certain positions or equipment certifications may require an employee to obtain an active Hazardous Materials Endorsement (H).

8. Based on hire date, positions may require possession of an active Medical Examiner’s Certificate in accordance with the Federal Motor Carrier Safety Administration Regulations.

9. Certain positions may require employees to obtain active certifications issued by the Pennsylvania Department of Transportation in the operation of additional pieces of construction and maintenance equipment as operations dictate.

Essential Functions

 1. Operate trucks and other equipment used for construction and maintenance work; perform any safety-related checks/tests on assigned equipment.
 2. Read, write and speak clearly.
 3. Maneuver safely around moving traffic and construction equipment. Traverse various types of terrain.
 4. React immediately to hazard warning devices, such as signs, sirens and alarms.
 5. Use required personal protective equipment and be responsible for its care, storage, and maintenance.
 6. Sit, stand, walk, bend, kneel, stoop, reach, crawl, twist and climb; lift and carry up to 50 pounds.
 7. Withstand periods of heavy exertion.
 8. Tolerate exposure to noise, outdoors, adverse weather conditions, various plants and insects, and chemicals within Safety Data Sheet (SDS) limits.
 9. Operate various hand and power tools which may involve constant periodic vibration.
 10. Work extended hours in excess of eight hours per shift seasonally and/or be on call beyond normal business hours.
