Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Serves as staff auditor and, at times, the Auditor-In-Charge (AIC) in providing audit, review, and technical assistance support to the various program offices within the Department of Human Services (DHS). By doing so, assists DHS management in administering human service programs of the highest quality, at the lowest cost, with integrity.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Performs audits, reviews, or technical assistance work involving:
(1) performance audits/of government operated or funded organizations, programs, activities, or functions; (2) program audits directed to government operated or funded organizations, programs, activity or function; (3) and special reviews for suspected areas of fraud and abuse.

Performs independently as an AIC or as part of a team. The AIC responsibility is associated with assignments involving audits/reviews with a limited scope or segments of a large complex assignment. As the AIC, the incumbent assumes total responsibility for completion of the overall audit/review assignment including planning, execution of fieldwork, and preparation of the audit report. The AIC's designation may carry the responsibility for planning, directing, and controlling the work of one or more auditor assistants involved with a particular audit/review engagement.

Among the activities performed in carrying out audit/review work are:
-Conducts and/or participates in the performing of audit surveys.
-Researches necessary information, applicable laws, regulations, and policies governing the auditee.
-Prepares audit/review objectives.
-Prepares the audit/review program to comply with GAGAS.
-Assigns, reviews, and controls all work performed by assistants.
-Reviews the auditee's system of internal/administrative controls.
-Remains alert to indication of fraud or abuse.
-Performs the more complex actual audit/review fieldwork.
-Schedules and conducts all conferences and meetings with auditee.
-Prepares the draft report in compliance with GAGAS.
-Makes verbal presentation of report contents to auditee management.
-Prepares audit/review resolution memorandums to DHS Program Offices.
-Provides assistance in statewide audit/review initiatives.
-Performs other related duties and special projects as assigned.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

When performing as part of a team (non-AIC), decisions are limited to basic job functions, and all are subject to review by the AIC. As an AIC, is responsible for the satisfactory completion of the audit/review assigned. However, the decision-making responsibility is somewhat limited to controlling audit fieldwork. On-site, must make decisions concerning work assignments to subordinates and the satisfactory completion of all audit/review objectives. However, most decisions are subject to review by the Audit Manager and/or Division Director.
