Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position serves as the primary contact for the DEP regional offices with respect to the implementation of the department’s environmental justice policies and initiatives. It is a part of the regional management team of both regional offices covered. The position serves as a key contact for communities facing environmental justice concerns. The position is an integral part of the professional work that is necessary in the issuance of permits including interfacing with affected communities, the regulated industry, and program staff.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Serves as a key point of contact for Pennsylvania residents in the region who are facing environmental justice issues. Works to understand the community concerns and share these with Department staff to move towards resolution within the framework of the Department guidelines.

Maintains communication and a contact list of regional contacts of key community organizations focusing on environmental justice concerns and makes introductions with internal and external partners as appropriate to further environmental justice goals.

Plans, organizes and coordinates state and local programs and educational opportunities to assist community organizations and individuals in enhancing their involvement in environmental decisions, programs, regulations and policies; as well as, connecting the regulated community to their neighbors thereby enhancing both corporate and community citizenship.

Prepares and transmits information to further public understanding. This includes, the development of publications, and press releases in conjunction with the Department's communications department.

Works with communities, municipalities, and the regulated industry to ensure that information and the regulatory process are occurring justly throughout the Commonwealth. As such, this work involves the application of discretion and tact in divulging highly sensitive information.

Establishes and maintains effective working relationships within the community, regional, staff, public and private institutions, other government agencies and officials and local government advocacy groups.

Develops and manages local community involvement programs with other municipal, state and federal agencies.

Monitors the effectiveness of the regional implementation of recommendations of Executive Order 2021-07 Environmental Justice, the Environmental Justice Advisory Board and Environmental Justice Interagency Council. Assists the Office of Environmental Justice in furthering these recommendations and tracking their results.

Leads regional implementation of the environmental justice strategic plan, while also assisting in the plan creation and statewide implementation.

Provides assistance to the regional directors, program managers, regional community relations coordinators, regional local government liaisons, community organizations, legislators, and industry representatives in matters related to Commonwealth and federal environmental justice, civil rights, and environmental protection laws and requirements.

Interprets federal and state program policies and goals and disseminates language appropriate information such as brochures, announcements, and publications and notices to the general public, the media, local environmental advocacy groups and legislators and local government officials in conjunction with the Department’s local government liaisons.

Creates and disseminates environmental justice information, mapping, and data, with the assistance of the Department.

Serves as a resource or participant in alternate dispute resolution matters between applicants, community organizations, and local governments.

Coordinates, writes and prepares news releases, fact sheets, and other information packages for presentation to the media as requested by the Department’s communications department.

Works with Department program offices to identify economic development opportunities, environmental benefits, and funding opportunities that do, or should consider environmental justice in the awarding process.

Identifies and coordinates access to state, federal, nonprofit, and foundation funding sources for community organizations' outreach and community environmental projects.

Assists the Department Language Access Coordinators with the implementation of the Language Access Plan and providing language translation services for public meetings, hearings and events.

Due to the remote location of many DEP field offices, the position requires travel throughout the state, occasionally on an overnight basis.

Essential Functions

 1. Assess reaction to controversial issues and provide recommendations about collaborative solutions
