Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position provides technical services for the NPDES Permitting Division in DEP’s Bureau of Clean Water. The focus of the position is on technical support and program development for the municipal separate storm sewer system (MS4) program and Act 167 stormwater management program.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

1. Develops policies and procedures for implementation of the statewide MS4 program.

2. Develops and delivers training on the MS4 program to DEP regional office staff and the regulated community.

3. Reviews calculations performed by the regulated community and their consultants for the reduction of pollutants in stormwater that is discharged to surface waters with Total Maximum Daily Loads or are otherwise impaired.

4. Assists DEP regional offices with the review of Pollutant Reduction Plans and Total Maximum Daily Load (TMDL) plans submitted by MS4s to regional offices.

5. Provides outreach and compliance assistance to NPDES permittees and other stormwater stakeholders.

6. Develops, updates, and maintains spreadsheets (Excel), databases (Access), and other applications, using engineering principles and equations contained in water quality analysis models. Reviews, compiles, and evaluates data for performing assessments using water quality models.

7. Compiles and distributes reports to regional offices on work activities, priority permits and late or expired permits.

8. Develops guidance and checklists for the completion and funding of Act 167 Stormwater Management Plans and ordinances.

9. Understand and promote the four pillars of the DEP Vision - Operational Excellence, Climate Leadership, Cultural Competence and Environmental Justice.

10. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

The Water Program Specialist will decide the content of work products, subject to review and approval of the supervisor and Environmental Program Manager.
