Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position supports the Department of Revenue’s Communications Director in strategic communications planning, including managing communications for the PA State Lottery.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Manages the planning, organizing, directing and coordinating the public communications, information and education for the PA State Lottery.

Researches, writes and edits press releases, talking points, briefings, speeches, and other public information materials on all aspects of the Lottery in an effort to build overall awareness and increase Lottery sales. This may include letters to the editor, op-ed pieces, and social media posts.

Researches, writes and edits news releases and other materials on winners to increase winner awareness statewide.

Oversees the coordination of events and with Lottery winners, retailers, Lottery personnel and the appropriate media in a manner suitable to gain the maximum media coverage of the event.

Contributes to benefits awareness efforts through production of benefits reports and promotion of benefits awareness information through videos, press releases and other appropriate channels.

Responds to media inquiries at the request of the Communications Director.

Responds to questions from Lottery players and the general public.

Prepares written responses to most correspondence directed to the Lottery from the general public, including specific letters to be signed by the Secretary of Revenue and the Lottery's Executive Director.

Prepares the Lottery Executive Director for media interviews and speaking engagements by writing talking points and briefings.

Reviews all materials released to the public, including brochures, newsletters and the website.

Develops public relations strategies as requested by the Communications Director for special events at various times throughout the year in an effort to build awareness of the Lottery, its games and the programs it funds.

Studies and evaluates Lottery programs from the viewpoint of public relations and advises the Communications Director and Lottery executive staff.

Supports Lottery's New Media division as defined by the Lottery Director of New Media and the Communications Director.

Serves as backup to the Communications Director, leading press relations and serving as principal point of contact for the media for the PA State Lottery

Decision Making:

Prepares formal responses to inquiries made from the general public for supervisor's approval.

Attempts to solve problems associated with players and games offered by the Lottery.

Studies and evaluates Lottery programs from the viewpoint of public relations and advises the Revenue Press Secretary and Lottery executive staff.
