Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is a management position responsible for the direction and operation of the Division of Environmental Review within the Pennsylvania Historical and Museum Commission’s State Historic Preservation Office (SHPO). This Division is responsible for the consideration and protection of historic properties which may be affected by State and Federal projects.

Description of Duties:

Management and Supervision:

Assists the Bureau Director in the management of the Pennsylvania State Historic Preservation Office (SHPO). Serves as part of the SHPO leadership team to strategically manage the bureau’s priorities.

Supervises, directs, and evaluates work plan activities of section supervisors and personnel in the Division of Environmental Review.

Monitors division workload via PA-SHARE and collaborates with division supervisors to readjust as needed.

Collaborates and coordinates programs, special initiatives, and activities with other divisions and sections within the SHPO and with other Commission bureaus as needed and requested.

Assists with preparing and implementing a comprehensive statewide historic preservation plan as well as the preparation and implementation of a strategic plan for the Pennsylvania Historical and Museum Commission (PHMC).

Participates in all required Commonwealth training for supervisors to successfully carry out position responsibilities.

Participates in ongoing professional development related to environmental review and consultation and other best practices as appropriate.

Develops an annual professional development plan in collaboration with SHPO leadership team and division staff.

Develops annual division work plans for staff responsibilities and initiatives to prioritize work.

Directs and coordinates the activities of professional and administrative staff, as well as interns and volunteers, to meet SHPO goals and priorities.

Determines staffing requirements and participates in the hiring process to recruit, interview, and select staff.

Contributes to PA SHPO and PHMC publications such as the blog of the Pennsylvania Historic Preservation Office and Pennsylvania Heritage Magazine.

Works proactively with other SHPO divisions and sections to develop historic property identification and evaluation methodologies and best practices.

Assists in the preparation of the SHPO’s various annual and quarterly reports.

Assists with the interpretation and fulfillment of Right to Know Law information requests as needed.

Adheres to PHMC general safety rules and safety rules specific to this position and immediately corrects any safety hazards in the work area and report same to supervisor.

Performs other related duties at the direction of the SHPO director.

Policy and Agency Relations:

Develops strategic partnerships with agencies and coordinates historic preservation programs and activities with federal and state agencies, local governments, and other partner organizations.

Works to build and maintain relationships and implement programmatic agreements and other tools to improve/streamline relationships with state and federal agencies.

Develops model agreement documents and model mitigation stipulations.

Organizes and analyzes federal and state agency Section 106 guidance and provides direction to division staff. This includes compilation of Programmatic Agreements, guidelines, systems, staff contacts, etc.

Develops and implements Pennsylvania History Code guidance and directs training for state agencies.

Applies a wide range of qualitative and quantitative methods to assess and improve the SHPO’s effectiveness in conducting environmental reviews.

Develops and implements best practices for consulting party and community-interest coordination concerning environmental review projects.

Interprets and applies National Park Service guidance and the Secretary of the Interior’s Standards for the Treatment of Historic Properties.

Keeps abreast of statutes, regulations, and guidance affecting the division’s work and provides interpretation for division staff, partners, and the public.

Reviews and recommends improvements in the implementation of Federal and State laws, regulations and standards governing historic preservation.

Provides comments on policy and guidance as well as needed technical assistance to national historic preservation organizations, such as, the National Conference of State Historic Preservation Officers, Advisory Council on Historic Preservation, Preservation Action, and the National Trust for Historic Preservation.

Coordinates the review of complex projects and facilitates communications and meetings among appropriate parties to resolve issues.

Organizes and conducts training for agencies, professional consultants, and cultural resource professionals on federal and state laws pertaining to historic properties.

1. Independently consult, manage, and monitor complex multi-year project reviews under various environmental laws.
2. Assign and prioritize division work.
3. Organize, analyze, and synthesize data and information and prepare guidance for use by SHPO partners and the public.
4. Determine adverse effects on historic properties and appropriate mitigation in consultation with other agencies and parties.
5. Conduct site visits and participate in meetings as needed to advise and assist SHPO partners.
