Position Purpose:

This is supervisory work in the operation and maintenance of a sewage treatment plant.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Under the direction of the E.F.M., employee supervises a maintenance crew in maintaining Department of Transportation Roadside Facilities Operation and Maintenance of two (2) 0.0075 MGD Wastewater treatment facilities and two (2) 0.00075 MGD, GWUDI Public water systems, Monthly DMR reporting to both Pa DEP and Pa DOT management. Incumbent oversees operations within compliance and is responsive to potential issues, and will investigate operational and equipment issues and oversee best practice methods.

WWTP Supervisor is responsible for employee scheduling to provide uninterrupted staffing 2 shifts per day 7 days a week, regardless of weather events, Pandemic, Holiday, or other factors, and is also responsible for employee attendance, leave time, and submission daily work hours.

Schedule routine daily activities to provide for a safe, clean, and well stocked experience for the visiting public. In addition, scheduling of minor repairs, routine maintenance, upgrades, snow, ice and grass management will also be necessary.

Provide daily safety talks, administer mandatory safety talks, and ensure all subordinates and him/her self is current on required trainings as assigned by Pa DOT, and will identify and enforce proper PPE for assignments and job specific duties as required and/or by policy.

Responsible for reactive response and corrective action to equipment failures, weather events, environmental issues, property damage, motor vehicle issues and public safety through proper detailed reporting to Pa DOT , PA DEP, and PSP, as needed. Maintains detailed records of all events.

Performs constant on-site supervision, designates all work assignments, manages and approves overtime, and assesses quality of work. Assigns back-up Foreman during his/her absence, makes on call visits, and coordinates with other Foreman as needed.

Determines personnel, equipment, and material needs, selects alternate activities as needed, conducts consumable inventories monthly, and orders materials, parts and supplies. Transports injured employees, recommends training needs.

Experience in team building, data collection, data entry, computer skills, empowerment, effective interviewing, customer service, conflict management, leadership, math and compliance process.

Must be knowledgeable in plumbing, electrical, carpentry, and masonry repairs, snow removal, emergency response procedures, EPA/DEP rules and regulations, turf maintenance and general landscaping.
Licensed to operate a sewage treatment plant, as a result, are exposed to various chemicals.

Licensed to operate Water treatment facilities, or have experience and knowledge of the Water Treatment process, Operations, chemical addition, sequestering and Ion exchange.

SEMP
Ensure your team fulfills the environmental management requirements identified in the Maintenance and Foreman manuals and designated in the Sound Environmental Maintenance Practices (SEMP) Manual.
Attends environmental training for this position.
Supports the efforts of other employees to meet these objectives.

WORKFORCE AND SUCCESSION PLANNING
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

SEMP/PennDOT Green Plan Policy:
Recognizing that everyone is involved in the District's and County's actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP).

Commit to following the Department's Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department Green Plan policy shall be documented in employee's performance review.

Fair Labor Standards Act (FLSA):
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work -- i.e., all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.
