Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is a licensed and trained automotive and heavy equipment mechanic that performs a variety of analytical, preventative maintenance, and repair duties for a fleet of construction equipment, trucks, automobiles, and hand tools. The equipment is powered by gasoline or diesel engines. Repair and maintenance work is performed on hydraulic, electrical, heating, cooling, and exhaust systems, and manual and automatic transmissions. The employee performs state vehicle inspections for all assigned pieces of equipment that require it, completes required work orders, charges time accurately, and reports all equipment accidents or damage immediately.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Repairs and overhauls vehicles such as cars, trucks, and tractors, carries out maintenance and repairs on equipment such as sweepers, mixers, and front end loaders. Repairs and replaces shock absorbers, transmissions, hour meters, clutches, brakes, and other parts. Balances wheels and checks for proper alignment, makes minor body repairs, and overhauls and tests alternators and electrical components on vehicles and equipment.

Carries out a preventive maintenance program on vehicles, equipment and parts. Performs automotive mechanical diagnostics, tune-ups, and tire changes, repairs and replaces engine sub-assemblies, repairs and adjusts the cooling, suspension, electrical, heating and air-conditioning components, and maintains fuel, brake, steering and transmission systems. Repairs or rebuilds construction or shop equipment.

Carries out official state inspections for safety and emissions on vehicles as assigned, performs repairs to ensure compliance with specifications, road tests vehicles, fills out inspection stickers and affixes to vehicles, and completes State Inspection Records and related inspection paperwork.

Identifies equipment problems using diagnostic equipment and procedures to determine problems, repair methods, procedures, tools, and parts to be used. Repairs and maintains motorized hand equipment such as chain saws, compressors, jack hammers, tampers, hand mowers and trimmers, routers, patching machines, and heating kettles. Reports missing parts or broken equipment as it is noted.

Maintains assigned work area in clean, safe condition using proper safety procedures and protective equipment. Is aware of work area hazards and initiates proactive accident and injury avoidance measures. Reports all personal injuries immediately and gets proper treatment to minimize risk of further injury.

Follows proper attendance and call off procedures. Schedules non-emergency absences in advance; observes start/stop times, breaks, and meal times; works efficiently and effectively alone and with others; is available for overtime emergency responses; and minimizes nonproductive and down time for self and crew.

Performs all necessary routine field adjustments to permit safe operation and minimize wear. Performs minor repairs and preventative maintenance work on equipment which includes cleaning and servicing equipment. Demonstrates repair techniques on assigned equipment to other employees. Assists other Diesel Mechanics in making major repairs to equipment. Maintains equipment records.

Maintains a safe work environment for self, co-workers by following proper safety procedures and using protective equipment. Makes visual observations, manual adjustments, reports findings in both written and oral format. Maintains awareness of work area helping self and others to avoid risks and hazards; reports all personal injuries and equipment accidents immediately and gets proper treatment to minimize risk of further injury.

Implements the environmental protection requirements of maintenance work activities performed by the employee. Also fulfills the environmental management requirements designated for this title in environmental training programs.

Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Also, supports the efforts of other employees to meet these objectives.

Attends environmental training designated for this position in the District’s SEMP Manual for Sound Environmental Practices.

Permanent employees originally hired on or after 8/1/2016 will be required to hold a valid Medical Examiner’s Certificate in accordance with Federal Motor Carrier Safety Regulations.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.


Department Green Plan Policy:
Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review.

Fair Labor Standards Act:
Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day.

Must hold a valid “TYPE 7” or “TYPE 4” State Inspection license. In order to test drive assigned equipment, the incumbent must also hold a PA Commercial Driver's License (CDL) or equivalent Class "B" or Class "A" with the air brake restriction removed, Tank endorsement, (HAZMAT (H) or Tank/HAZMAT (X) endorsements may also be required if repair of those types of equipment are assigned to the incumbent), and, at minimum, Incidental Use (IU) certification for all fleet equipment to be maintained by the incumbent. Once licensed and certified, the incumbent must maintain all required qualifications for equipment and must be entered in random testing pool of all Department CDL operators for drugs (marijuana, cocaine, amphetamines, narcotics, and PCP) and alcohol.
