Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The Preservation Construction Specialist oversees the maintenance of historic sites and museums in the care of the PHMC and assures all work complies with the Secretary of the Interior Standards. Through the application and management of specialized preservation trades, this position helps make sure visitors experiences safe and well-maintained facilities.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

1. Plan and manage assigned projects at historic sites and museums. Coordinate with site staff to minimize adverse impacts on the operation of the site
2. Plan projects and submits to Chief of the Division of Architecture and Preservation. Apply a high level of professional expertise in evaluating the condition and integrity of historic structures and related features, and in developing restoration or rehabilitation plans, including drawings and specifications, for them in conjunction with the Site Administrator, other staff, consultants and the Chief of the Division of Architecture and Preservation.
4.Observe construction of projects in progress and assure work performed by contractors adheres to the specifications and drawings and direct them to correct any deficiencies. Hold regular construction conferences with contractors. This work will require regular, frequent, and overnight travel.
5. Apply the best current procedures and protocols to ensure that all construction work meets agency standards for preservation and the Secretary of the Interior's Standards for the Treatment of Historic Properties. (36 CFR 67)
6. Evaluate, plan, oversee, and/or perform specific craft trades such as carpentry, painting, roofing, and masonry to restore and preserve historic buildings and other features. Employ specialized skills and techniques to ensure that all work is consistent with, and does not jeopardize, the historic integrity of the structures.
7. Provide technical assistance to site maintenance staff.
8. Observe construction projects in progress funded under Key 93 program. Attend job conferences and submit reports as needed for each project. Coordinate with the Chief of the Division of Architecture and Preservation.
9. Provide information on projects and preservation topics through workshops, seminars, articles, and other educational programs.
10. Perform work in a safe manner and following all PHMC safety rules; immediately report all workplace injuries or incidents to their supervisor; and to immediately correct any safety hazards in thework area or report same to supervisor.

Makes decisions on physical treatment and design decisions on agency properties as part of design process, interpretations of code requirements, Appropriateness/correctness of contractor work. Matters referred to supervisor include: Issues involving financial commitment, issues involving legal intervention, significant problems with contractor work and/or scheduling, final review and approval of project designs and bid documents.

Requirements Profile: Identify any specific experience or requirements, such as a licensure, registration, or certification, which may be necessary to perform the functions of the position. Position-specific requirements should be consistent with a Special Requirement or other criteria identified in the classification specification covering this position. Experience:

A bachelors' degree in Architectural History, American History, Historic Preservation, or a similar field; and two years of experience in historic preservation construction work which has directly involved hands on construction work in the restoration or preservation of historic buildings in one or more skilled trades.

Two Years of post-secondary education and training in the above designated fields of study and four years of experience in historic preservation construction work which has directly involved hands-on construction work in the restoration or preservation of historic buildings in one or more skilled trades.

or

Any equivalent combination of experience and training that includes two years of experience in historic preservation construction work which has directly involved hands-on construction work in the restoration of preservation of historic buildings in one or more skilled trades.

Essential Functions

 1. Prepare, manage, organize, and file construction documents, forms, memos, letters, reports, and other documents, as directed.
 2. Survey preservation maintenance and repair needs at project site locations and formulate project work scopes
 3. Effectively communicate orally and in writing.
 4. Observe and compare construction of maintenance & repair projects in process and communicate findings.
 5. Travel as required.
 6. Train others in the application of historic presevation standards and techniques
 7. Familiarity with PHMC general safety rules and safety rules specific to this position.
 8. Knowledge of occupational hazards and safety precautions in the building trades
