Position Purpose:

This is a technical position within the Bureau of Clean Water’s (BCW) Data Management Section that supports the statewide Clean Water Program (CWP). The employee in this position develops and/or interprets regulations, policies, technical guidance, and permits to achieve data management and compliance objectives in the Bureau's environmental programs. The employee acts as a liaison between Field Operations, Central Office, the U.S. Environmental Protection Agency (EPA), the regulated community, and the public for all areas of data reporting and management and evaluating conformance with procedures, guidance, grants, and state and federal regulations. Data processing is an important segment of this position's responsibilities, including the application of quality assurance methodologies and the analysis and interpretation of data.

Description of Duties:

The employee in this position provides technical support to the Bureau in all areas of data management and data system processes and reporting. This includes support for the electronic Discharge Monitoring Report (eDMR) system, the Water Management System (WMS), the Environment Facility Application Compliance Tracking System (eFACTS), as well as the Chapter 92a annual fee collection processes, State Review Framework (SRF), and support for Chesapeake Bay monitoring and reporting activities. Quality assurance for NPDES data, data management and reporting are critical duties for this employee. This position participates in data analysis and data management by developing and helping to develop reports; designing presentations; answering questions; resolving problems; developing and conducting training for staff; and evaluating conformance with procedures, guidance, grants, and state and federal regulations. A major function of this position involves computerized record maintenance and the production of reports based on those records for use by the Bureau, other state and federal agencies, and the general public. This position requires thorough knowledge of the federal NPDES program, the state Clean Streams Law and associated regulations used by the CWP, the Bureau's permitting, inspection, and enforcement programs, as well as the data systems used to support those programs.

The employee in this position performs the following specific duties:
1. Maintains the development, implementation, and evaluation of the surveillance, compliance, enforcement, and reporting elements of the Bureau of Clean Water’s Chapter 92a Annual Fee collection program, including the Chapter 92a electronic payment application. Processing payments and performing payment reconciliation is an important part of this program.

2. Prepares, or assists, in preparation of reports on permitting, monitoring, enforcement, and data management activities. Interprets and evaluates the reports and initiates actions or recommends action. Prepares narrative reports based on data evaluated and actions taken.

3. Maintains the development, implementation, and evaluation of the eDMR program. Reviews, interprets, and extracts information regarding permit limits and other requirements in wastewater permits, and translates this information to properly create and/or modify required data into state data systems to support DEP's eDMR system.

4. Completes and maintains the registration of individuals in the regulated community for participation in the eDMR program.

5. Provides support for Chesapeake Bay monitoring and reporting activities and participates in Chesapeake Bay-related planning and initiatives.

6. Provides statewide guidance to Field Operations staff regarding the federal State Review Framework (SRF), assesses core Clean Water Act (CWA) enforcement and compliance assurance programs for their effectiveness through data verification activities and on-site surveillance audits, and ensures SRF data system and reporting requirements are met.

7. Maintains accurate records of permit, monitoring, and compliance activities in the EPA Integrated Compliance Information System (ICIS) and EPA's Enforcement Compliance History Online (ECHO), and EPA's NPDES Noncompliance Report (NNCR), as a requirement of the federal Section 106 Water Pollution Control grant. These data systems are national computerized information management systems aiding EPA and state regulatory agencies in managing and monitoring the NPDES program. These support the NPDES administrative needs of the Department of Environmental Protection (DEP) and provides a uniform means of communication between DEP and EPA headquarters.

8. Participates in ICIS-related conference calls and other functions as requested.

9. Coordinates and researches the functionality of EPA data management systems with regional staff, Bureau of Information Technology (BIT) staff, and Bureau staff where needed to resolve problems and assist with successful data transmissions to ICIS.

10. Develops, or assists in development of, specific data extraction and analysis tools/reports to support regional and Central Office staff in complying with grant commitments and information requests.

11. Maintains and coordinates the facility data aspects of core data systems for the Bureau. This requires extensive knowledge on the operation of these systems, the database structures, the data contained in each, and how to extract the data; and it requires thorough knowledge of the water quality programs that the data systems support.

12. Interprets, codes, retrieves, and enters information for data systems by extracting data from applications and permits, self-monitoring reports, inspection reports, enforcement actions, plans, maps, and correspondence.

13. Conducts routine quality assurance in state and federal data systems to check for and correct inaccurate and missing data between the two systems as well as adherence to standards. Also, researches other data systems and files for correct information.

14. Develops new and revised regulations, rules, policies, and procedures governing data management for NPDES-permitted facilities and informs regional office staff and regulated facilities of changes in program policies, procedures, and regulatory requirements. Completes modifications and enhancements to data management systems to conform to regulatory changes and program management needs.

15. Evaluates effectiveness of regional environmental programs to determine if they are achieving program goals and objectives and prepares reports on findings and recommendations. Reviews and analyzes regional activity reports to determine work performed, program trends, and program effectiveness.

16. Responds to the regulated community seeking public information concerning NPDES and WQM facility permit, monitoring, compliance, and enforcement data. This entails interpreting the request, deciding how or if the data can be provided, and processing the request. Adheres to agency Right-to-Know Law procedures.

17. Develops and/or conducts live and web-based training courses, which includes user manuals, and Standard Operating Procedures (SOPs) on data management activities for DEP staff and the public. Demonstrates the proper techniques, equipment, and methodologies required to perform the work.

18. Promote the four pillars of the DEP Vision - Operational Excellence, Climate Leadership, Cultural Competence and Environmental Justice.

19. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

20. The employee occupying this position is required to follow all other job-related instructions and job-related duties as assigned/requested by the supervisor.

1. Identifies data quality problems and weaknesses and chooses the appropriate steps to correct and/or enhance data quality and strengthen the data systems used within the Section.

2. Based on information received from Section, Bureau, or Field Operations staff, determines if data quality and quantity meet the needs of federal grant reporting requirements and decides when to contact the appropriate individuals if those needs are not met.

3. Determines when to refer major programmatic problems and suggestions to the Section Supervisor.

4. Decides what information system security level is assigned to employees and maintains employee security accounts.

5. Makes data compliance determination decisions.

6. Decides what data are needed and how data systems need to be modified to meet program requirements.
