Position Purpose:

The Maintenance Repairman II assigned to the Conrad Weiser Homestead is charged with overseeing and performing all maintenance, grounds-keeping, safety and security operations associated with the upkeep of the Homestead and Memorial Park, which includes 26 acres of landscaped park, seven structures, a graveyard, pond, streams, roadways, parking areas, picnic sites, and monuments. The MRII exercises considerable independence of judgment determining the work methods and procedures to be employed in the course of his/her work. The MRII works cooperatively with the Friends of the Conrad Weiser Homestead, with a shared interest in both the preservation and success of the site.

Description of Duties:

Takes part in all aspects of site maintenance/repairs, utilizing skills in grounds maintenance, carpentry, plumbing, minor electrical, automotive, painting, cleaning, and other skills.

Identifies maintenance needs, and estimates time, materials, equipment and manpower required

Helps write specifications for maintenance / repair projects and services to be performed by outside vendors and helps prioritize site projects to be completed through Keystone, SMS and Capitol programs. Also coordinates and oversees work performed by outside contractors as necessary, in conjunction with the Division of Architecture and Preservation.

Plans, supervises and undertakes numerous maintenance tasks related to the facility, grounds and equipment, as required, including:
• Performs a variety of lawn care tasks for the 26 acre-plus site, including but not limited to mowing, trimming, raking, mulching, and weed control.
• Caring for and trimming shrubbery, hedges, and plant beds
• Tree trimming and coordination of tree spraying
• Snow removal of parking lots, sidewalks, roadways, and roofs (as necessary)
• Minor roof repairs and minor repairs of flashing and spouting
• Minor drywall and plaster repair
• Opens blocked drains, repairs leaking faucets and assisting in resolving other plumbing issues
• Interior and exterior painting
• Maintenance, repair, and installation of building electrical systems (wiring, lighting fixtures, electrical outlets)
• Carpentry and woodwork (framing, door and window repair, repairs locks, repairs floors, etc)
• Road repairs, ditch and drainage repairs
• Fence repair and installation
• Repair picnic tables, benches
• Maintenance and operation of all tools, small equipment, and grounds-keeping equipment (incl. lawn mowers, snow blowers, tractor) and minor repairs and adjustments as needed
• Maintenance of Commonwealth vehicles assigned to site
• Custodial maintenance, keeping the buildings clean and in an orderly condition (incl. but not limited to cleaning, sweeping, disposing, washing, scrubbing, etc)
• Coordinates maintenance of site HVAC systems
• Monitors and maintains the pond, spring, waterways and water run off on the property and related infrastructure
Assists with recording and monitoring of environmental conditions

Oversees security for the site’s buildings and grounds. Coordinates maintenance of site
security system, coordinates procedures for opening and securing the site and making security rounds, responsible for responding to site emergencies when required.

Schedules annual fire extinguisher inspections and other relevant state mandated inspections/tests.

Carries out duties in accordance with PHMC policies and procedures.

Maintains the site hazardous materials list.

Procures maintenance supplies, equipment and services following Commonwealth purchasing procedures.

Responsible for working with contractors, tradesmen, and vendors to coordinate work on the site and assist in the inspection of work.

Carries out administrative duties on a routine basis as required (ie. Paying bills, reconciling and justifying purchases online and with paper receipts, following management calendar deadlines, monthly automotive activity report, site monthly report, accident forms, OT/Comp forms)

Works cooperatively with the Management Group in achieving site goals, providing support and assistance with maintenance and grounds-keeping related duties for programs and events, as time and resources allow.

Incumbent is responsible for being familiar with and enforcing PHMC general safety rules and procedures and safety rules specific to this position; for working in a safe manner and following all PHMC safety rules; immediately reporting all workplace injuries or incidents to their supervisor; and to immediately correct any safety hazards or unsafe conditions in the work area or report same to supervisor. Incumbent promotes and adheres to PHMC’s black powder safety manual guidelines for relevant site activities.

The Maintenance Repairman II exercises considerable independent judgment in identifying and resolving routine everyday maintenance situations and in determining site maintenance priorities. Maintenance priorities are discussed with the Chief of Partner & Placed Properties and/or with DAP, who review the recommendations. This individual is capable of technical independence in determining the work methods and procedures to be followed in the course of his duties.
