Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position provides the daily administration of the federal community development and housing programs financial disbursement system, IDIS (Integrated Disbursement and Information System) and serves as the liaison between the department and grantees. The EDA 2 works directly with the Office of the Budget and Office of the Comptroller in maintaining records in SAP and Electronic Single Application. This position also provides oversight in the invoice process for the Emergency Solutions Grant Program. This position requests payments for DCED reimbursement for Homeless Management Information System and the Continuum of Care Planning Grants. This position is supervised by the EDC1.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

A. Compile and prepare records for review by the EDC1 with IDIS data on a periodic basis. Identifies possible discrepancies and notifies respective program managers for appropriate action.

B. Prepare and disseminate financial and programmatic reports to EDC1, CDBG, HOME and Homeless Program Managers and Department Director.

C. Set-up and fund fully executed federal contracts into IDIS for the Federal Programs CDBG and HOME and notifies respective grantees how to access those funds by issuance of an IDIS set-up letter.

D. Download, analyze and prepare quarterly CDBG and HOME Subgrantee drawdown data for transmission to the Office of Comptroller Operations for Schedule of Federal Financial Assistance (SEFA).

E. Process budget revisions in IDIS after receiving appropriate budget change request from the HOME and ESG program staff.

F. Prepare necessary documentation to the Office of the Budget to process invoices for ESG vendor payments.

G. Works with grant managers and EDC1 in recording compliance reports from grantees in preparation for semi- annual and annual reports to HUD to include Performance Evaluation Report (PER), Consolidated Plan Annual Evaluation Report (CAPER), Neighborhood Stabilization Program (NSP), etc.

H. Enters data on grantees' compliance reports in appropriate databases, the Electronic Single Application, and Federal Electronic Tracking System, etc.

I. Provides technical assistance to grantees in the use of basic IDIS and maintain their program data in accordance with the federal and state requirements.

J. Prepares and disseminates information to grantees relative to their responsibilities in the operation and maintenance of the program information in IDIS and upgrades to IDIS.

K. Reviews and notifies grantees of impending timeliness issues as identified through the IDIS system. Disseminates reports to the program managers for approval and submission to HUD. Enters remediation actions upon approval in IDIS.

L. Maintain records to demonstrate the State’s and grantees’ compliance with Federal CDBG, HOME and ESG program income requirements.

M. As required, participate in HUD monitoring of the Center for Community and Housing Development and provide assistance to the EDC1 with documentation requests.

N. Provides recommendations to the EDC1 for data input for the operation and management of IDIS.

O. Train state and local government staff on the use of IDIS on an as needed basis.

P. Performs other related work as required.

• Makes recommendations for corrective action to the appropriate staff upon review of fiscal documentation and programmatic requirements reported in the IDIS system by grantees.

Experience:

• At a minimum 6 months in IDIS experience
• At a minimum 6 months of Fiscal management of grant programs
• Experience with basic software packages, such as Excel and Word
• Experience with SAP and Business Warehouse
