Position Purpose:

This is a full time position within Division of Preservation Services. This is a supervisory position responsible for coordination of the National Register of Historic Places program of the Pennsylvania Historical and Museum Commission’s State Historic Preservation Office (SHPO). This Section is responsible for supervising staff, assisting the public with nominations, staffing the PA Historic Preservation Board, completing determinations of eligibility for a variety of projects, and helping to guide proactive research, documentation, and survey efforts.

Management and Supervision

Assists the Preservation Services Division Manager in the oversight of the division.

Supervises, directs, and evaluates work plan activities of National Register staff.

Monitors section workload via PA-SHARE and collaborates with division manager to readjust as needed.

Assist the Bureau Director and Division Manager, as directed, with collaboration and coordination of programs, special initiatives, and activities with other divisions and sections within the SHPO and with other Commission bureaus as needed and requested.

Assists with preparing and implementing a comprehensive statewide historic preservation plan as well as the preparation and implementation of a strategic plan for the Pennsylvania Historical and Museum Commission (PHMC).

Participates in all required Commonwealth training for supervisors to successfully carry out position responsibilities.

Participates in ongoing professional development related to architectural history and/or archaeology, Pennsylvania history, and the National Register program, and other best practices as appropriate.

Develops an annual professional development plan in collaboration with the Division Manager.

Assist the Division Manager with the development of annual section work plans for staff responsibilities and initiatives to prioritize work.

Determines staffing requirements and participates in the hiring process to recruit, interview, and select staff.

Assists in the preparation of the SHPO’s various annual and quarterly reports.

Assists with the interpretation and fulfillment of Right to Know Law information requests as needed.

Adheres to PHMC general safety rules and safety rules specific to this position and immediately corrects any safety hazards in the work area and report same to supervisor.


National Register Responsibilities

Provide support and guidance to determination of eligibility (DOE) and National Register nomination preparers. Creates and updates PA SHPO National Register guidance documents.

Serves as primary contact to the Pennsylvania Historic Preservation Board, and coordinates meetings, agendas, and training as needed. Assists Division Manager with Board development.

Assist the PA SHPO leadership team in developing criteria for and identifying properties for proactive National Register nominations, amendments, and determinations of eligibility.

Prepare scope of work for proactive National Register nominations, and coordinate with selected consultants.

Review and edit National Register nominations.

Complete annual reporting on National Register nominations and determinations of eligibility.

Completes National Register work under the PennDOT workplan.

Participate in meetings and field views when requested.

Assists Division Manager with developing strategies to update and edit data in PA-SHARE related to National Register listed and eligible properties.

Education and Outreach Responsibilities

Assist with implementing the PA SHPO Education & Training Program Strategic Plan.

Prepare and deliver content for workshops, webinars, videos, publications, etc. as needed concerning the National Register program. Update National Register guidance on an ongoing basis.

Attend training and seek current information to be well-informed of changes and additions to relevant laws, regulations, and historic preservation practices.

Contributes to PA SHPO and PHMC publications such as the Blog of the Pennsylvania Historic Preservation Office and Pennsylvania Heritage Magazine.


Research, Documentation, and Survey Responsibilities

Advises and assists in the evaluation of historic properties to support all SHPO program areas, as may be needed and requested.

Works proactively with other SHPO staff to develop historic property identification and evaluation methodologies and best practices.

Lead the development of historic contexts to assist in the understanding and recognition of Pennsylvania’s historic places.

1. Support section staff to fulfill division priorities.
2. Organize, analyze, and synthesize data and information and draft guidance related to historic resources for use by the public.
3. Evaluate the significance and integrity of historic resources and prepare comments for review by other SHPO team members.
4. Determine eligibility of historic resources in consultation with other PA SHPO staff.
5. Conduct site visits and participate in meetings as needed to advise and assist SHPO partners.
