Position Purpose:

This professional position within the Pennsylvania State Historic Preservation Office (PA SHPO), a bureau of the Pennsylvania Historical and Museum Commission (PHMC), is responsible for the identification, evaluation, and preservation of historic resources through a variety of federal and state programs. The position will assist with advancing PA SHPO priorities across program areas.

Description of Duties:

Historic Property Evaluation and Records Management Responsibilities
• Conduct research and field survey, as necessary, to provide information on historic resources.
• Prepare historic context studies and guidance to assist with establishing standards for documenting and evaluating Pennsylvania’s historic resources.
• Participate in evaluation teams to determine the National Register eligibility of historic resources.
• Coordinate and conduct site visits as necessary.
• Maintains, files, and logs records (both paper files and electronic databases) according to PA SHPO standards related to Determinations of Eligibility, National Register Nominations, site visits, and Environmental Reviews.

National Register of Historic Places Responsibilities
• Review determination of eligibility projects; prepare eligibility evaluations.
• Prepare Historic Resource Survey Forms and National Register Nominations as needed.
• Review and edit National Register Nominations according to National Park Service and PA SHPO standards and prepare comments to the preparer(s).
• Present National Register Nominations to the Pennsylvania Historic Preservation Board and prepare nominations for final submission to the National Park Service.
• Serve as primary reviewer for proposed National Register historic districts.

Mapping, Assistance, Resources, and Survey (MARS) Responsibilities
• Review, update, and maintain National Register and National Historic Landmark related data in PA-SHARE.
• Assist Preservation Services staff with application of PA-SHARE Surveyor to Certified Local Government grants, National Register nominations, and other projects as required. Accept and edit data when submitted. Provides ongoing support for these projects in collaboration with MARS staff.
• Monitor the PA-SHARE triage queue as scheduled and required.




Education and Outreach Responsibilities
• Assist with implementing the PA SHPO Education & Training Program Strategic Plan.
• Prepare and deliver content for workshops, webinars, videos, publications, etc. as needed for all PA SHPO program areas to educate the public and the PA SHPO’s partners.
Responsible for knowing PHMC general safety rules and safety rules specific to this position; for working in a safe manner and following all PHMC safety rules; immediately report all workplace injuries or incidents to their supervisor; and to immediately correct any safety hazards in the work area or report same to supervisor.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

• Organize, analyze, and synthesize data and information and prepare guidance related to historic resources for use by the public.
• Evaluate the significance and integrity of historic resources and prepare comments for review by other PA SHPO team members and supervisors; incorporate recommended changes into correspondence for supervisor’s signature.
• Reviews documentation related to Federal and State historic preservation programs to determine if adequate information has been submitted to the PA SHPO to proceed through relevant program area processes.
• Provides verbal and written guidance and responses to PA SHPO partners related to Federal and State historic preservation programs.
• Conducts site visits and participates in meetings as needed to advise and assist PA SHPO partners.
• Researches public inquiries for information and prepares appropriate responses for supervisor’s signature.
