Position Purpose:

This is a supervisory position responsible for coordinating the archaeology program of the Pennsylvania Historical and Museum Commission’s State Historic Preservation Office (SHPO). This Section is responsible for the consideration and protection of archaeological properties, which may be affected by State and Federal projects; planning and implementing archaeology education and outreach; and helping to guide proactive research, documentation, and survey efforts.

Management and Supervision

Assists the Environmental Review Division Manager in the oversight of the division. Serves as part of the SHPO leadership team to strategically manage the bureau’s priorities.

Supervises, directs, and evaluates work plan activities of personnel in the Section of Archaeology.

Monitors section workload via PA-SHARE and collaborates with division manager to readjust as needed.

Assist the Bureau Director and Division Manager, as directed, with collaboration and coordination of programs, special initiatives, and activities with other divisions and sections within the SHPO and with other Commission bureaus as needed and requested.

Assists with preparing and implementing a comprehensive statewide historic preservation plan as well as the preparation and implementation of a strategic plan for the Pennsylvania Historical and Museum Commission (PHMC).

Participates in all required Commonwealth training for supervisors to successfully carry out position responsibilities.

Participates in ongoing professional development related to environmental review and consultation, archaeology, and other best practices as appropriate.

Develops an annual professional development plan in collaboration with SHPO leadership team and environmental review division staff.

Assist the Division Manager with the development of annual section work plans for staff responsibilities and initiatives to prioritize work.

Determines staffing requirements and participates in the hiring process to recruit, interview, and select staff.

Assists in the preparation of the SHPO’s various annual and quarterly reports.

Assists with the interpretation and fulfillment of Right to Know Law information requests as needed.

Adheres to PHMC general safety rules and safety rules specific to this position and immediately corrects any safety hazards in the work area and report same to supervisor.

Environmental Review Responsibilities
Provide support and guidance to agencies, applicants, consulting parties, and members of the public on responsibilities under relevant federal and state historic preservation laws.

Assist state and federal agencies with the management of archaeological resources.

Assists in the coordination of archaeological collections resulting from environmental review projects with The State Museum of Pennsylvania.

Review projects that have the potential to impact archaeological resources submitted under Section 106 of the National Historic Preservation Act and Pennsylvania’s History Code and provide guidance to archaeology environmental review staff as needed.

Complete the annual application and required reporting to the PA Department of Environmental Protection related to funding received from an Office of Surface Mining grant.

Coordinate environmental reviews of coal and non-coal surface mining projects under a programmatic agreement with the PA Department of Environmental Protection under an Office of Surface Mining grant.

Participate in meetings and field views when requested and defined under a programmatic agreement with the PA Department of Transportation for all federally assisted transportation projects.

Participate in Section 106 related consulting party meetings, as requested by the agencies and/or Environmental Review staff.

Education and Outreach Responsibilities

Assist with implementing the PA SHPO Education & Training Program Strategic Plan.

Prepare and deliver content for workshops, webinars, videos, publications, etc. as needed concerning archaeological resources and the functions of the PA SHPO to educate the public and the PA SHPO’s partners.

Direct and inform agency-wide collaborations, including standing meetings, with all archaeology staff within the PHMC.

Assist the Division Manager with collaboration with other Commonwealth agencies in assisting in their own development of Cultural Resource Management programs.

Organizes and conducts training for agencies, professional consultants, and cultural resource professionals on federal and state laws pertaining to archaeological resources and historic properties.

Attend training and seek current information to be well-informed of changes and additions to relevant laws, regulations, and historic preservation practices.

Collaborate with educational institutions to develop a mechanism and implement a mechanism for sharing work products.

Contributes to PA SHPO and PHMC publications such as the Blog of the Pennsylvania Historic Preservation Office and Pennsylvania Heritage Magazine.


Research, Documentation, and Survey Responsibilities

Develops and provides public information about cultural resources through research, analysis, and development of web content, conference and educational programs, and periodic reports.

Collaborates with the PA Archaeological Site Survey Coordinator to synthesize data to inform the identification and survey of archaeological resources to prepare resource information and documentation for inclusion in PA-SHARE.

Advises and assists in the evaluation of historic properties to support all SHPO program areas, as may be needed and requested.

Works proactively with other SHPO staff to develop historic property identification and evaluation methodologies and best practices.

Oversee the review of nominations to the National Register of Historic Places for properties with archaeological significance. Provide information as needed to facilitate the listing of archaeological properties to the National Register.

Assist the PA SHPO leadership team in developing criteria for and identifying properties for proactive research and survey.

1. Monitor complex multi-year project reviews and provide recommendations to division Supervisor on process improvements.
2. Support section staff to fulfill division priorities.
3. Organize, analyze, and synthesize data and information and draft guidance related to archaeological resources for use by the public.
4. Evaluate the significance and integrity of archaeological resources and prepare comments for review by other SHPO team members.
5. Determine adverse effects on historic properties and appropriate archaeological mitigation in consultation with other agencies and parties.
6. Conduct site visits and participate in meetings as needed to advise and assist SHPO partners.
