Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is located within the Bureau of Environmental Management, Division of Assessment and Planning. The Environmental Specialist evaluates and identifies environmental effects/issues/constraints regarding proposed actions and determines the environmental condition of real estate and related real property. The Environmental specialist consults with Department staff regarding the environmental condition of facilities, courses of action, and provides opinions on current environmental issues and future actions. The Environmental Specialist develops data, documents, and analyses including baseline condition documentation, and other information products.

The Environmental Specialist may be a subject matter expert (SME) in a wide range of environmental, environmental health, and safety related topics; must have sufficient knowledge of major audited programs to determine if the facility's operations comply with all relevant laws, regulations, and guidance. Major programs include but are not limited to the management of air and water quality, cultural resources, hazardous materials and substances, waste management, storage tanks, water quality, and toxic substances (PCBs, asbestos, lead-based paint, etc.).

Description of Duties:

Assesses the impacts of proposed actions utilizing the National Environmental Policy Act (NEPA) process (30%) -
The Environmental Specialist determines the appropriate level of NEPA documentation for proposed PAARNG and PADMVA actions in consultation with Agency and PAARNG staff. In accordance with federal, state, US Army, and National Guard Bureau (NGB) guidance, regulations, and laws, the Environmental Specialist collects applicable information and prepares required NEPA documentation, such as Records of Environmental Considerations (RECs) and Environmental Assessments (EAs) including required research and the review, and analysis of potential impacts to: biological resources such as timber resources, species of concern, and water resources; socioeconomic resources such as demographics, regional and installation economy, housing, schools, and recreational facilities; environmental justice impacts such as the geographic distribution of minority and low-income populations; infrastructure effects such as potable water, local roadways, and energy sources; and other related considerations required under NEPA. Conducts research to fulfill planning information requests, including (but not limited to) review of agency files, engineering/construction plans, real estate files, historical maps and aerial imagery, water resources and soils data, sensitive/threatened and endangered species reviews, and other technical and regulatory sources. Prepares necessary documentation related to said research. Attends pre-decisional and pre-construction/action meetings and site visits, and coordinates with facilities, engineering, environmental, and other professionals both in-house and contracted, as applicable. Advises Agency staff on courses of action and potential restrictions on proposed activities under NEPA.

Assesses the environmental condition of property using CERCLA and related processes (30%)-
Prepares appropriate due diligence documentation, as per applicable US Army and ARNG guidance. Assesses land owned or controlled by PADMVA/PAARNG and land being considered for use by this agency, including the conduction of site visits, historical research, interviews, etc. Prepares due diligence or other similar environmental condition of property (ECOP) reports (including (but not limited to) Pre-Construction Assessments (PCAs), Transaction Screen Assessments (TSAs), Environmental Baseline Surveys (EBSs), Phase I Environmental Site Assessments (Phase I ESAs). Provides recommendations to Agency staff regarding environmental conditions affecting proposed actions and other documentation, as needed.

Researches and Collects Information in Support of Environmental Planning Documentation and General Facilities and Engineering Needs (15%) -
Gathers and reviews published resource information pertaining to the project area prior to conducting field investigations and/or in response to Agency requests. Information gathered and reviewed includes such resources as Agency-held files, United States Geological Survey (USGS) topographic quadrangle maps, aerial imagery, USGS National Hydrography Dataset (NHD), United States Fish and Wildlife Service (USFWS) National Wetlands Inventory (NWI) maps, and United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) soil maps. Consults other state, federal and local government databases, as well as, non-governmental resources, as needed. Conducts PA Natural Diversity Index queries; determines if threatened and endangered species, wetlands, or other special habitats are present. Reads and interprets engineering design and construction plans, property maps/plans, photogrammetric maps, aerial photographs and other technical and graphic reference documents.

Uses GIS to Support Environmental Planning Documentation (5%) -
Prepares maps and other spatial data reports from established data using applicable software and hardware. Presents and illustrates geographic information in narrative and graphic forms and produces comprehensive facility, environmental, and utility products and services using Agency-held digital and hardcopy documents and other sources, such as construction plans, as-builts, floorplans, blueprints, aerial imagery, etc. Collects geospatial data for inclusion into agency work products and files as needed.

Supports Agency Permitting Functions (5%) –
Prepares information for Agency consideration related to project-related permitting decisions. Advises Agency staff regarding permit requirements and best management practices, as needed.

Environmental Performance Assessment System (EPAS) Audits (10%) -
Conducts EPAS audits, compiles and analyzes findings, and assists with other EPAS-related tasks, as needed. Reviews EPAS inspection findings reports and ensures the appropriate follow-up procedures are completed to satisfy regulatory requirements. Completes support actions for the Fort Indiantown Gap Army Compatible Use Buffer (ACUB) program, as needed.
Other Duties (5%) -
Performs other related duties as assigned.

Works under the guidance of a senior technical specialist or supervisor. Work is assigned by an Environmental Supervisor, DMVA and is reviewed through correspondence, reports, NEPA documentation, and other work products.

Performs work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and/or immediately corrects any safety hazards in the work area or reports same to supervisor.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Work involves considerable amount of independent judgment in developing and recommending long- and short- range program goals, objectives, and priorities. Makes daily independent decisions in the evaluation of programs and priorities. Sensitive issues and controversial decisions requiring supervisory input are discussed with Environmental Planning Supervisor prior to implementation.

Experience:

The Environmental Specialist’s experience must be able to meet the definition of Environmental Professional in ASTM Standard E1527-2021, or must be able to work under a Supervisor or Manager that meets said definition. The Environmental Specialist should be able to independently arrive at opinions, conclusions, and/or recommendations for Agency actions, and incorporate supervisor and other staff input into these decisions. Experience in reading and interpreting regulations, guidance documents and policies, reports, maps, charts, photographs, and statistical tabulations is preferred.

Essential Functions
