Position Purpose:

This is position is in the Health and Human Services Delivery Center (HHS DC), Business Relationship Office, supporting the organization’s mission to promote healthy lifestyles, prevent injury and disease, and to assure the safe delivery of quality health care for all Commonwealth citizens through its responsibility as being the business relationship manager for the Department of Health and the Department of Drug and Alcohol Programs.

This position serves as the primary contact for business needs within Department of Health (DOH) and
reports to the Director of the Business Relationship Management Division. This position identifies,
resources, and manages the business needs for IT support within the Department of Health (DOH), Office of Health Resources and Services

The BRM works with the program offices to identify their business needs requiring IT support. Business needs are generally highly complex initiatives which require securing IT resources such as technical resources, contracted consulting expertise, funding and budget needs, and the coordination and approval with Federal Partners governing the impacted programs, if required. The BRM supports the planning for all systems and applications, new or existing, needed within the program offices. A Governance structure is established by the BRM to facilitate and support decision-making and prioritization of the business needs across all programs.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Serves as the principal Business Relationship Manager to have overall responsibility for planning,
coordinating, and monitoring very complex IT programs or groups of multi-functional IT projects for the indicated lines of business. Any new applications or new service needs for IT services will be coordinated, planned, and supported by the BRM for that business area. The business needs become projects within a portfolio and include all aspects of IT services needed by the business area including technical services, desktop management services, hardware/software support, and business application changes related to modifications or maintenance. Responsibilities include ensuring that governance structures are clearly defined to effectively establish and monitor IT projects within the portfolio to include effective program prioritization, effective management of initiatives to achieve successful business outcomes and business operations support, as well as ensuring that an appropriate level of service performance and quality are monitored, measured, and reported. As required for resourcing business efforts, the BRM will lead, direct, and write Advanced Planning Documents for federal funding to support IT projects or programs, as well as lead, direct and write Requests For Proposals (RFPs) or other procurement documents to secure resources for IT needs. The BRM tracks, monitors, and requests funding needs for the entire portfolio of IT needs for the program offices supported. Audits are also conducted by third party organizations and supported by the BRM for IT services provided within the portfolio.

Specific duties may include, but are not limited to:
• Direct oversight and establishment of the IT investment and governance processes:
o Intake new enterprise and IT project initiatives
o Project scoring and prioritization based on strategic alignment value, risk value and optimum project portfolio benefit to the organization
o Resource allocation, capacity planning, and project scheduled start and duration estimating
o Portfolio analysis and quality assurance ensuring that projects are well managed and adhere to
appropriate standards (SDLC) and good practices
o Project Initiation and Planning activities to
o Value attainment to report actual benefits relative to intended benefits over the longer term
o The development of project portfolio frameworks, methodologies, standards, policies, processes and procedures using industry standards
o The benchmarking and trending of portfolio data for portfolio dashboards and reporting
o The establishment of new and continually evaluate existing IT metrics and Critical Success Factors (CSF) to support agency and IT objectives and facilitate metric reviews with IT Governance Committees
• Facilitate regular reviews of IT governance agendas; highlight and drive action items to resolution
• Lead project portfolio modeling and analysis relative to the organization's strategic direction
• Lead the development of effective and efficient project change and configuration management
practices
• Manage and report on portfolio risk and issues
• Monitor, track, request, and report on the portfolio budget and expenditures by SFY, FFY, and contract year when necessary.
• Facilitate communication, training, and organizational alignment activities, as related to Portfolio Management
• Lead the establishment and monitoring of the IT procurement governance practices, including
competitive and non-competitive IT solicitations and presentation to IT governance committee(s)
• Establish, monitor and report on IT project portfolio metrics, trends and benchmarks
• Establish the configuration and content of a Project Management Portfolio Tool to support IT Project Portfolio Management and IT Governance processes and procedures
• Collaborate with project and functional managers to allocate IT resources and manage the demand on IT resources from a portfolio perspective
• Perform the full range of supervisory duties as needed
• Perform other duties as required

Although this is a telework position, it is headquartered at 2525 7th Street, Harrisburg. You will need to come to the Harrisburg office to pick up your equipment and on an ad hoc basis, your supervisor will give you at least a 24 hour notice and all travel will be at your own expense.

Decision Making

Works under the broad direction of an Information Technology Director who defines general goals and guidelines for the Division. Work assignments are in the form of areas of responsibility and are typically only generally defined. Incumbent is expected to make rational independent decisions

Exercises broad decision-making authority in the determination of escalation points to ensure timely intervention of key stakeholders at the appropriate times. Ensure the decision-making authority is defined and outlined, on a per project basis, and may require approval by the project sponsor. Decision making styles may include command, consultation, consensus or random depending on time constraints, trust, quality and acceptance.

Work activities are assigned in the form of broad goals and objectives and may include projects of broad scope with complex components and involve multiple agencies with diverse business operations or have a significant impact on the total IT environment. Unique issues or problems unrelated to a specific project may be escalated to the supervisor.
