Position Purpose:

This position oversees and manages the enterprise recruitment division and develops and manages the enterprise recruitment plan.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

The Recruitment Manager oversees and manages the enterprise recruitment division consisting of specialized recruiters including social media, veterans, disabilities and provides guidance and direction to delivery center recruiters to ensure a coordinated and efficient approach to the commonwealth’s recruitment efforts.

Develops and manages an enterprise recruitment plan consisting of innovative strategies for researching and cultivating identified pools of diverse, highly-qualified talent and individual prospects.

Utilizes talent planning data to drive enterprise recruitment efforts/planning and identifies hard to fill positions to develop specialized recruitment strategies to meet operational needs.

Meets with hiring managers, delivery center recruiters and other HR professionals to understand agency operations and current and future talent needs.

Works with Commonwealth hiring managers and HR professionals to identify, attract, and select diverse, high-quality candidates.

Develops recruitment materials, branding and consistent language for recruiters to better market the commonwealth as an employer.

Manages the enterprise recruitment calendar and coordinates resources between agencies as appropriate.

Builds close, effective relationships with community and school leaders to establish recruitment pipelines aligned with program needs.

Provides guidance and consultation to delivery center and agency managers on recruitment matters.

Manages enterprise recruitment budget, contracts and projects.

Leverages the NEOGOV applicant tracking system, including searching for and advancing applicants, generating relevant reports, reviewing applicant data to identify hiring trends and develop recruitment plans, determine return on investment of recruitment sources, and assess adherence to service level agreements.

Communicates regularly with the enterprise recruitment staff on relevant NEOGOV enhancements, recruitment tool functionality, and recruitment strategies.

Drafts and updates enterprise recruitment policies, procedures, and management directives.

Performs related duties and special assignments as required.

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Develops the enterprise recruitment plan and directs recruitment staff on the Analyzes hiring metrics to determine proactive recruitment strategies.
Manages enterprise recruitment contracts and projects.
Identifies training needs for the enterprise recruitment staff.
Creates and updates recruitment and hiring policies, procedures, and Management Directives.
The incumbent functions with a high level of independence but discusses budget and complement decisions with the Director.
