Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Performs forestry work supporting the control and management of Spotted Lanternfly on all property types in Pennsylvania.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Inspects properties and leads others in property inspections to identify tree of heaven and other host species, performs measurements of selected trees, determines insect pest activities, and other factors related to tree removal and treatment.

Performs internet search for on-line county property parcel information for ownership. Uses available imaging and geo location technology such as aerial photographs, satellite imagery, Geographic Information Systems (GIS), Global Positioning Systems (GPS) to map and inventory Spotted Lanternfly treatment properties, treatment areas, trap trees, and insect populations, and host trees.

Analyzes collected tree data to determine tree removal and disposal method to be prescribed for trees on a property, including the establishment of insecticide-treated trap trees, or recommendations for tree disposal methods to include tree chipping, drop and leave, or hack and squirt.

Resolves disputes with contractors and property owners.

Identifies specific areas on a property which to establish trap trees for Spotted Lanternfly control and answers questions for prospective contractors and landowners.

Determines insect population levels and insect host tree levels and consults with program manager to decide on best course of treatment.

Drafts treatment plans in cooperation with managers of state owned land to include State Game Lands, State Park land and State Forest Land when private property is adjacent to state owned land.

Prepares contracts to include providing tree tallies and measurements so contractors will know scope of work on proposed treatment properties. Performs cost analysis as needed so that costs do not exceed funding available.

Develops messaging about spotted lanternfly property control, plans and schedules meetings between contractors, property owners, federal cooperators, and spotted lanternfly crews. Attends speaking engagements and presents information about spotted lanternfly and related activities to members of the public, contractors, property owners, county and township officials, and Federal organizations.

Prepares property treatment maps, descriptions of tree inventory, computation of tree removal and treatment cost and other pertinent data or directs others in the preparation of these documents.

Performs quality control for Spotted Lanternfly control tree marking and administers the final quality control inspection of treatment area after contractor work has been completed.

Plans and schedules wetland inspections of treatment properties. Works with federal cooperator to include USDA NRCS personnel to conduct wetlands inspection and coordinates dissemination of wetlands boundary information to contractor prior to property treatments. Consults with contractor on best course of treatment when operating within or adjacent to wetlands so that contractor treatments do not contaminate wetlands and label application instructions can be followed by the contractor.

May act as on-site lead worker for Forest Technicians and/or Forest Insect Pest Aide 1’s when in the field.

Represents the Commonwealth and/or PDA and/or the Bureau of Plant Industry at town hall meetings, or outreach events like fairs or environmental events, as assigned by Supervisor.

Maintains pesticide certifications in Core and Category 17 and applies pesticides to control Spotted lanternfly or its hosts.

Demonstrates a commitment to meeting and exceeding expectations of the bureau/program’s customer(s) at all times.

Applies Lean tool(s) to day-to-day tasks when a process has been identified for improvement.

Performs all other duties as assigned or required.

Determine prioritization of property treatments based on financial, distributional, pathway, and pest population factors.

Determine if contractor work meets the specifications of the contract after work is completed.
