Position Purpose:

This is a professional position within the PHMC’s State Historic Preservation Office (PA SHPO). The PA SHPO Triage position serves as the first point of contact to assist PA SHPO customers with general program assistance, to provide non-IT level customer assistance with project submissions to the new data management system called, PA-SHARE, and to manage submission for the initial review and verification of program and data accuracy in the PA-SHARE system. This position requires a combination of education and experience to meet the criteria under the Secretary of the Interior’s Professional Qualifications Standards in Archeology or Architectural History to assist with advancing PA SHPO priorities.

Description of Duties:

**Queue Management Responsibilities (work completed daily):
Accept submissions to become ‘projects’/ determine if a previous project has been submitted to the PA SHPO.

Monitor the queue. Review and respond or distribute projects to program staff as appropriate.

Apply No Effects activities list/exemption for Environmental Review projects/standard response paragraphs/SHPO Fact Sheets to submitted projects.

Apply the Request for More Information checklist to submitted projects.

Refer complex projects to program staff, in consultation with supervisor, when a response cannot be generated within one day or if additional information is needed to make a determination.

**Customer Service Responsibilities (work completed daily):
Respond to inquiries from the public and PA SHPO constituents.

Provide information and guidance to the public and partners on historic properties, PA SHPO programs and processes.

Assist visiting researchers during their use of PA SHPO paper files and PA-SHARE records.

Communicate and transmit information related to PA SHPO programs and processes.

Coordinate activities with colleagues in the Environmental Review, Preservation Services, Preservation Incentives, Education & Outreach and GIS Sections.

Direct customers to program staff as needed.

**Data Accuracy Responsibilities: (work completed daily / resource focused and QAQC of all project submissions):
Determine, for all PA-SHARE projects, if a resource was previously documented, received a DOE, or whether a record of a previous project exists.

Create and/or update records in PA-SHARE.

Perform quality assurance and quality control (QAQC) of existing and/or new resources and incoming project submissions.

Ensure submitted documentation meets PA SHPO standards and is complete.

Correct inaccuracies of data and/or mapping.

Request additional information as needed.

Ensure submitted resource data meets PA SHPO standards for initial review.

Reconcile and accept new above ground resources into PA-SHARE.

Participate in advanced training to attain experience and skills in mapping, spatial analysis and computer skills as needed.

**System management responsibilities
Participate in system wide testing for application releases.

Participate in planning for new system releases.

Assist with managing the help materials within the system.

Assist with user management.

Coordinate with PA SHPO Survey Section as needed.

Performs other duties as assigned by the GIS Section Chief.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Provide verbal and written guidance and responses to PA SHPO partners related to Federal and State historic preservation programs.

Review documentation related to Federal and State historic preservation programs to determine if adequate information has been submitted to the PA SHPO to proceed through relevant program area processes.

Research public inquiries for information and prepares appropriate responses.

Evaluate the significance and integrity of historic and archaeological resources to prepare comments for review by supervisor or other PA SHPO team members.

Organize, analyze, and synthesize data and information and prepare guidance as needed related to historic and archaeological resources and PA-SHARE for use by the public.

Develop recommendations for program improvements for supervisor review.
