Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for managing commonwealth building construction projects, capital improvement construction and building renovation projects, and publicly funded institutional and educational building projects.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Serves as project coordinator by directing, through subordinate staff, the management of construction and renovation projects.

Provides direction, technical guidance, and construction contract administration to in-house staff and outside professionals.

Reviews project schedules and resolves construction problems and disputes.

Attends and provides input during pre-bid and pre-construction meetings; ensures pending items are addressed and that required inspections are conducted.

Serves as liaison with using agencies, DGS and outside professionals.

Assists the Bureau of Capital Project Pre-Construction by providing input into the preparation of project specifications during the design phase and making recommendations on project priorities.

Ensures construction is in conformance with approved laws, codes, regulations, plans, specifications and policies and procedures.

Approves/denies extension of time requests and provides detailed substantiation of determination.

Reviews and recommends approval of contractor’s Schedule of Values.

Prepares progress reports and cost breakdowns; processes change orders; ensures required permits and utility agreements are executed; and serves on scoring committees for Request for Proposals (RFPs).

Determines if Requests for Information responses have impact on project schedules or result in a change order; and takes necessary action to mitigate time and cost impacts.

Reviews contractor schedules for technical soundness and monitors to ensure contractors maintain project progress.

Evaluates the necessity, accuracy, cause and impact of proposed change orders on construction projects.

Monitors and negotiates change order pricing and ensures work proceeds upon verification of project scope, cost, and funding.

Ensures on-site deficiencies identified during construction are addressed and resolved.

Conducts field dispute resolution meetings and ensures follow-up is addressed in a timely manner.

Reviews and prepares written reports concerning project schedules, change orders, extensions of time, project delays, and contractor disputes and claims.

Represents the Department in depositions, court proceedings and Board of Claims Hearings.

Conducts final construction project inspections with all parties, addresses issues, and distributes final inspection reports.

Assists Public Works’ personnel to maintain effective and efficient customer care to DGS’ client agencies and stakeholders in order to obtain and maintain ISO 9001 certification, including but not limited to, participation in surveys, audits and recommendations to ensure on-going communication and empowered decision-making by client agencies relating to construction aspects of capital projects.

Performs the full range of supervisory duties.

Performs other related duties as required.

Incumbent ensures inspection methods, materials, workmanship and actual construction are in compliance with contract documents and project schedule; and provides direction to contractors for compliance of deficient work.
