Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Supports the Pennsylvania Lottery with consumer and retail analytics, sales analysis, sales and revenue forecasting, complex data mining and modeling.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

1. Designs, develops, and maintains databases; designs queries, reports, and data dashboards; and runs reports for distribution to Marketing/Products, Retail Operations, and the Executive Office on periodic and ad hoc basis.

2. Conducts research in order to identify trends and make recommendations for promotions and improvements to the Lottery’s product portfolio or departmental policies or procedural changes.

3. Conducts systems analysis and operational research studies for evaluating the effectiveness and efficiency of current programs, policies, and systems. Develops recommendations based on study findings.

4. Gathers data from extensive and varied ad hoc sales reports and other sources; monitors individual game sales’ performance; analyzes statewide and regional sales and promotional activity in an effort to identify successful or underperforming Lottery products or marketing strategies; and prepares written reports of findings including recommendations that would increase sales and recommendations of new game marketing techniques and strategies.

5. Works with the Drawing team to estimate jackpot amounts based on sales and projected sales.

6. Forecasts sales and revenue by game category and by game.

7. Produces comprehensive sales report. Develops and maintains analytical reports for Marketing, Products, Retail Operations and the Executive office.

8. Monitors and responds to informational needs within the Lottery and coordinates the design and generation of internal system reports for senior Marketing and Retail management and Lottery field personnel.

9. Conducts studies to improve or strengthen marketing programs, prepares written reports of findings, and makes recommendations.

10. Prepares game development modeling, including the determination of game size to fit the target population and testing of themes. Performs qualitative and quantitative analysis of researched data.

11. Coordinates the execution of new game introductions with vendors and Lottery personnel including ongoing interaction with the Product Delivery area.

12. Participates in the planning and evaluation of marketing, advertising and promotional efforts.

13. Monitors and reports industry trends for game marketing as identified through research study findings as it relates to the PA Lottery.

14. Reviews and suggest edits to System Requirement Specification documents (SRS) to make sure the Lottery vendor's system deliverables meet Lottery's needs.

15. Contributes data in response to data requests which can take many forms and includes, but is not limited to, industry surveys, consumer and vendor inquiries and media requests. Drafts responses and disseminates replies via phone or written correspondence.

16. Proofreads and verifies product information included in game literature, press releases from Lottery’s Communications Office, and product messaging.

17. Supports Retail Operations retailer recruitment and district management by utilizing Geographic Information Software (GIS). Looks for growth opportunities in the existing retail network as well as with retailers who are not yet licensed Lottery retailers.

18. Performs impact analysis of various internal and external influences on the Lottery, its games, sales and profits, lottery players, etc.

19. Conducts exploratory research of other Lotteries’ game portfolios to analyze prospective games and prepares formal presentations of study findings and recommendations to managers.

20. Program surveys and analyze data produced through PA Lottery Insiders insights community.

21. Recommends, designs, writes, and coordinates surveys issued to other Lottery jurisdictions and interprets results in an effort to enhance PA Lottery programs/products.

22. Reviews proposed legislation on Lottery, determines impact analysis, and provides recommendations.

23. Assists in the development and issuance of Requests for Proposals (RFPs), ensuring compliance with the Commonwealth rules and procedures. Performs the assessment of proposal variations on request.

24. Demonstrates a commitment to meeting expectations of the bureau/program’s customer(s) at all times..

27. Performs other related duties as required.

Determines most appropriate response to surveys and consumer/vendor marketing-related inquiries.
