Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position provides the technical monitoring of primarily the Weatherization Assistance Program (WAP) and Low Income Home Energy Assistance Program (LIHEAP). This position is responsible to monitor the performance of assigned agencies/locales against technical requirements in WAP/LIHEAP. The monitor performs field inspections of work performed by agencies and Quality Control Inspection (QCIs) to ensure adherence to the national Standard Work Specification (SWS) and contractual obligations.

Secondarily, as time permits, the Center for Community Services technical monitoring team may lend assistance for technical monitoring in the HOME Investment Partnership Program (HOME) located in the Center for Community Financing (CCF).

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Performs on-site technical monitoring of WAP and LIHEAP programs primarily and secondarily, HOME program of subgrantees locations throughout the Commonwealth to determine compliance with technical aspects of regulations, department policies and overall quality of work.

Prepares written reports of findings and recommendations to appropriate personnel for review and correction, as required.

Conducts technical compliance monitoring and inspection of the weatherized units and in-progress work performed in the individual dwellings by the subgrantees according to the Standard Work Specifications (SWS) for WAP and LIHEAP and other federal requirements for HOME and CDBG.

Uses the data accumulated through the Hancock Software system to make recommendations on WAP or LIHEAP program effectiveness and efficiency to agencies and or supervisor.

Serves as the first contact with local agencies to secure needed equipment or other resources and resolve technical issues related to weatherization of specific dwelling units or implementation of Crisis Interface, as appropriate.

Provides input and assists in the development and implementation of technical aspects of new program policies or special projects as directed.

Oversee & provide assistance as needed for WAP vehicle and equipment inventory, including but not limited to transfers and/or disposals, as needed.

Conducts on-site review of sub grantee client files of WAP & other federal programs as required, to determine compliance with federal regulations and departmental policies/directives including file completeness, accessibility and organization.

Makes recommendations to improve subgrantee program operation

Prepares written reports of findings and recommendations for review and sign off by supervisor for WAP, LIHEAP, HOME & CDBG federal programs.

Makes recommendations to supervisor for improved subgrantee technical performance in WAP, LIHEAP, HOME & CDBG. Investigate client complaints and recommend corrective action or, if necessary, refer to supervisor.
