Position Purpose:

This position functions as an engineering position located in the Southwest Region. Under the direction of the Regional SDW Environmental Engineering Manager in collaboration with guidance from Bureau of Safe Drinking Water Management, this position is responsible for the management of drinking water infrastructure improvement projects funded by Bipartisan Infrastructure Law (BIL) administered by the Pennsylvania Infrastructure Investment Authority (PENNVEST) Program. This position is also responsible for drinking water infrastructure improvement projects funded by the Water Infrastructure Improvements for the Nation (WIIN) Act. This position also provides support to water systems to bolster BIL opportunities for project funding. Collaboration with the PENNVEST-selected third party technical assistance provider for permittees to help ensure applicants are receiving proper guidance relative to the applicable permitting process is also a responsibility of this position.

Work is performed under the responsible charge of a licensed professional engineer.

BIL Funding Project Management-

Understand and follow Standard Operating Procedures (SOPs) that pertain to PENNVEST Project Management. Work will be assigned under the direction of the regional SDW Environmental Engineering Manager in collaboration with Bureau of Safe Drinking Water Management.

Assist in reviewing PWS permit applications submitted in accordance with Chapter 109; PA Safe Drinking Water (SDW) Regulations and the PA Safe Drinking Water Act for PWS pursuing funding via BIL or WIIN. This responsibility involves the review of permit applications, modules, engineering reports, plans and specifications for new or modified public water systems and culminates in a recommended action to the Regional SDW Environmental Engineering Manager and Regional SDW Program Manager. Prepare technical review letters, prepare cover letter, PWS permit, special conditions and Internal Review & Recommendation (IR&R) for issuance by the Regional Program Manager.

Assist in conducting preoperational inspections on newly constructed facilities funded by BIL or WIIN as a prerequisite for issuance of a PWS operation permit. Verify that the facilities have been constructed in accordance with the PWS construction permit, approved plans and specifications, special conditions and IR&R.

Provide technical assistance for engineering consultation and regulatory guidance related to BIL or WIIN funding, PENNVEST application process, PWS permit application review, proposed treatment, innovative technology, operation & maintenance, regulatory requirements, treatment techniques and standards to the regulated community, public and public officials.

Assist in reviewing and approve pilot study reports for projects where applicants are pursuing BIL or WIIN funding. Prepares technical review letters and pilot study approval letters. Monitor the monthly and final reports required by pilot studies and innovative permits.

Assist in reviewing feasibility studies, corrective action plans, funding applications, change orders, engineering plans and specifications and contract documents for projects where applicants are pursuing BIL or WIIN funding.

Meet with PENNVEST staff and potential BIL and/or WIIN funding applicants (Pre-application Meetings) to provide an overview of the requirements for making a funding application.

Schedule and facilitate quarterly meetings with compliance and enforcement staff in the regional water programs to facilitate BIL and/or WIIN project funding.

Maintain communication with potential applicants to facilitate application submittal.

Work with PENNVEST Staff and regulated community to bolster opportunities for BIL and/or WIIN project funding.

Attend PENNVEST outreach and information sessions to help market the BIL and/or WIIN funding.

Assist in preparing the PENNVEST project ranking for each project application submitted.

Assist in reviewing the project plans and specification for conformance with funding requirements.

Assist in reviewing and sign off on application technical components.

Participated in project rating and review committee meetings.

Ensure applications and funded projects are in compliance with federal and state requirements.

Assist in providing engineering oversight of funded PENNVEST projects by following the established SOPs. Duties include:

Assist in reviewing of construction schedules for reasonableness and implementability.

Assist in reviewing of contract change order to determine reasonableness of cost, eligibility of the work, and engineering soundness.

Assist in reviewing of contract change order to ensure no further permitting is required.

Assist in reviewing of contract change order to ensure administrative completeness of submittal.

Assist in conducting quarterly (minimum) site inspections during construction phase of each project.

Assist in conducting final inspection to ensure the project was constructed as permitted and designed.

Assist in completing comprehensive reviews and evaluations of project files to ensure documentation of consistent implementation of the PENNVEST Program and compliance with federal and state program requirements.

Attend training to develop skills needed to complete duties and responsibilities.

Travel to various field sites throughout the state, occasionally on an overnight basis.

Perform related work as assigned.

Assist in reviewing information and determines appropriate regulatory and policy procedures to apply to specific technical and compliance problems. Provides recommendations to supervisor to address specific engineering issues related to design, construction and financing of drinking water, stormwater, non-point source and wastewater treatment system projects as well as provide recommendations to resolve programmatic issues.

Assist in determining scope and reimbursement eligibility for various grants and contracts.
